Country Policy & Government Engagement Manager – Vietnam

Role Overview 

As a Country Policy and Government Engagement Manager – Vietnam, you are the strategic lead for FESSIA’s regional policy advocacy and implementation. This pivotal role drives regulatory engagement and shapes industry positions to navigate and influence Vietnam’s rapidly evolving energy market frameworks.

Key Responsibilities

Country Policy Strategy & Development: Lead FESSIA’s Vietnam country strategy and policy agenda and work closely with FESSIA regional team in ensuring alignment with stakeholder priorities, member needs, and the wider regional strategy. Monitor regulatory trends, risks, and opportunities in the Vietnam energy market, develop evidence-based policy and advocacy materials, and lead the annual multi-stakeholder energy storage and system integration event.

Government & Regulatory Engagement: Act and represent FESSIA as the lead representative with the Vietnam government and energy stakeholders (including MoIT, MoF, ERAV, and EVN) to build constructive relationships, influence energy policy, and foster regulatory harmonization.

Industry Engagement & Support: Drive industry engagement in Vietnam by growing membership of FESSIA, leading policy working groups and task forces, shaping consensus-based policy outputs and workshop terms of reference, providing regulatory and analytical support to members, and delivering capacity-building initiatives such as workshops, policy briefings, and training.

Research & Thought Leadership: Contribute to FESSIA regional policy studies, market assessments and strategic reports from Vietnam’s perspective and ensuring a strong evidence base to support advocacy positions.

Project Leadership & Delivery: Lead Vietnam-focused project development and delivery by identifying policy and regulatory gaps with members, shaping fundable project concepts in collaboration with the COO and CEO, managing implementation to achieve agreed milestones and outcomes, and supporting grant reporting requirements for Vietnam projects. Identify gaps in national laws to design fundable project concepts for grant or core funding; work with the COO and CEO to secure resources and manage project delivery to successful outcomes.

Stakeholder Collaboration: Develop and implement a membership growth strategy for FESSIA in Vietnam while fostering partnerships with national industry associations (e.g., VEA), NGOs, and international organizations through joint MOUs and initiatives.

Communications & Representation: Serve as the official FESSIA spokesperson for Vietnam, managing local media relations and conference presentations to ensure messaging remains consistent with the Alliance’s values and regional objectives.

Job Requirements

• At least 5 years of professional experience in policy, regulation, or government affairs within the energy sector. You possess a Bachelor’s degree (Master’s degree preferred) in Policy, Energy/Environmental Studies, Economics, International Relations, or a related field.

• Strong understanding of Vietnam’s energy systems, energy transition pathways, and regulatory landscape, with a genuine passion for advancing the energy transition through high-quality policy advisory work and meaningful stakeholder engagement.

• Bring upon excellent writing, communication, public speaking, and diplomatic skills, with the ability to translate complex regulatory issues for senior stakeholders and government officials.

• Demonstrate strong project management capability, including planning, change management, risk management, and delivery discipline, as well as the commercial acumen to align policy recommendations with industry drivers and funder expectations.

• Highly adaptable, entrepreneurial self-starter who is comfortable working with limited oversight in a growing organisation, embraces evolving responsibilities, and is strongly aligned with FESSIA’s values (see FESSIA.org).
